Counselor Mahmoud Fawzy
Minister of Parliamentary, Legal Affairs and Political Communication, Egypt
Counselor Mahmoud Fawzy Abdel Bari was born in 1978 in Cairo. He has been serving as the Minister of Parliamentary, Legal Affairs, and Political Communication of the Arab Republic of Egypt since 3 July 2024, as part of the second cabinet of Prime Minister Dr. Mostafa Madbouly.
He earned a Bachelor of Laws in 2000, followed by a Master’s degree in Private and Public Law in 2002, and an LL.M. in International and Comparative Law from Indiana University, USA, in 2009.
His judicial career spans over 22 years at the State Council, during which he served in the Legislative Department, Judicial Advisory Department, and the Judicial Inspection Department, eventually becoming Vice President of the Council.
He held the position of Secretary General of the House of Representatives from 2019 to 2021, after serving as a legal advisor to the Speaker of the Parliament and several ministers. He also led the drafting and review of legislative proposals related to the constitution, electoral laws, and the National Dialogue.
From 2021 to 2023, he served as Secretary General of the Supreme Council for Media Regulation and chaired the Technical Secretariat of the National Dialogue. He later led President Abdel Fattah El-Sisi’s presidential campaign in the 2023 elections.
Counselor Mahmoud Fawzy is a member of several high-level committees on legislative reform and the oversight of public–private partnerships. He is also registered as an international arbitrator at the International Centre for Settlement of Investment Disputes (ICSID), affiliated with the World Bank.
