Ethar Eltinay is a professional with over 17 years of experience in advisory, government, and public policy, specializing in strategic planning, regulatory frameworks, and stakeholder engagement.
She is the founder and policy advisor of the ThinkTank Initiative and served as Head of Government Engagement at COP28, where she advocated for policies aligned with COP28’s climate objectives, mobilized resources, and fostered high-level partnerships to advance the UAE’s climate agenda.
Previously, Ethar was an advisor to the Executive Council on the DP 2030 Strategic Plan, leading initiatives in policy analysis and stakeholder collaboration. Her career includes roles at the Department of Community Development and as a subject matter expert on public sector innovation at Ernst and Young. She has also collaborated with Radicle on public-private partnerships.
Ethar brings extensive teaching and training experience, instructing in business subjects and providing training for both public and private sectors.
