Hugo Hollanders is an Economist and Senior Researcher at UNU-MERIT (Maastricht University) where he is the coordinator of the Innovation Systems Indicators and Policy Research Group. Before joining MERIT in 1992, he worked as a researcher at Statistics Netherlands (National Accounts division). He has over 20 years of experience in innovation studies and innovation statistics and has been involved in various projects for the European Commission (EC) on measuring innovation at the national, regional and industry levels. He is the lead author of the EC’s European Innovation Scoreboard which provides a comparative assessment of research and innovation performance in Europe. He is also responsible for the redesign of the Community Innovation Survey (CIS), which is a survey of innovation activity in European enterprises which is carried out once every two years. He has been a member of several expert groups on measuring innovation for the EC (including the 2010 High-Level Panel on the Measurement of Innovation and the 2013 Expert Group on Public Sector Innovation). Since 2015 he is a member of the Advisory Board to the Global Innovation Index and he in 2017 he joined the Advisory Committee of the Arab Knowledge Index with a special focus on developing the Research & Development and Innovation (RDI) index. He also contributed to both the 2010 and 2015 UNESCO Science Report, and has published in several academic journals. He has done consultancy work for the EC, OECD, UNESCO, UNIDO and national governments (including Belgium, Germany, Netherlands, Norway, Switzerland and the United Arab Emirates).
