Economist and Researcher
Lead Author of the EC’s European Innovation Scoreboard
Hugo Hollanders is an Economist and Senior Researcher at UNU-MERIT (Maastricht University) where he is the coordinator of the Innovation Systems Indicators and Policy Research Group.
Before joining MERIT in 1992, he worked as a researcher at Statistics Netherlands (National Accounts division). He has over 20 years of experience in innovation studies and innovation statistics and has been involved in various projects for the European Commission (EC) on measuring innovation at the national, regional and industry levels. He has also been one of the principal researchers involved in redesigning the European survey on business innovation (‘CIS’).
Hugo has been a member of several expert groups on measuring innovation for the EC European Commission (including the 2010 High-Level Panel on the Measurement of Innovation and, the 2013 Expert Group on Public Sector Innovation and the 2017 Expert Group on Mapping for smart specialisation in Enlargement and Integration Action (E&IA) countries).
Since 2015, he has been a member of the Advisory Board to the Global Innovation Index. In 2017 he joined the Advisory Committee of the Arab Knowledge Index with a special focus on developing the Research & Development and Innovation (RDI) index. He also contributed to both the 2010 and 2015 UNESCO Science Report, and has published in several academic journals.
