Bassel Rahmy is a results-driven senior banking executive with nearly 30 years of experience across leading multinational and regional financial institutions. He currently serves as Chief Executive Officer of the Micro, Small and Medium Enterprises Development Agency (MSMEDA), where he leads national efforts to grow and formalize the MSME sector.
Under his leadership, MSMEDA has financed hundreds of thousands of small and micro enterprises, created hundreds of thousands of job opportunities, and maintained strong annual growth. He has driven Egypt’s first MSME digital transformation project, expanded e-commerce and export-oriented enterprises, strengthened non-financial services, and championed women’s economic empowerment and agribusiness development.
Rahmy has held senior leadership roles at Arab Bank, Citibank, MiBank, Barclays, and ALEXBANK, and serves on multiple boards and ministerial groups. He is a key voice in shaping MSME legislation, entrepreneurship policy, and inclusive economic development in Egypt and the region.
