Head of Policy and Regulatory Affairs, Ooredoo Group
Dr. Bharat Vagadia is Head of Regulatory Affairs at Ooredoo Group, leading strategic regulatory engagement across MENA and Asia. With over 25 years of experience in 25 countries, he has advised more than 40 global TMT clients as a management consultant before joining Ooredoo.
He has counselled governments, regulators, multinationals, start-ups, and investors on legal and regulatory frameworks, policy, licensing, and strategy. His work includes shaping Bahrain’s regulatory framework, telecoms policy for Jordan, regulatory strategy for the UAE, and licensing frameworks for Oman, as well as transactions and strategic responses for operators worldwide.
Dr. Bharat chaired the GSMA AsiaPac Policy Group, currently chairs the GSMA MENA Policy Group and the IIC MENA Chapter, and previously served on the Board of Ooredoo Myanmar. He holds a PhD, LLM, MBA and engineering degree, and is the author of four books, including Digital Disruption.
