Hiba Mikhail is the Co-Founder and Chief Executive Officer of CIRCL and a seasoned legal and policy advisor with more than ten years of experience working with international organizations across the MENA region. Her work sits at the intersection of public law, environmental governance, and strategic planning for sustainability.
At CIRCL, Hiba leads the organization’s strategy and operations, aligning its mission with practical, scalable solutions in solid waste management and circular economy practices. She works closely with municipalities, INGOs, and community leaders to co-design policies and initiatives that turn legal frameworks into tangible environmental outcomes.
A strong advocate for behavioral change and community resilience, Hiba provides consulting to public institutions and partners while designing and delivering capacity-building programs on solid waste management and environmental awareness. Through this work, she equips local actors with the tools they need to achieve long-term, inclusive sustainability in some of the region’s most challenging contexts.
