Michael Robert Minges is an expert on ICT policy and strategy and the Founder of ictDATA.org, serving as Senior Consultant. His work focuses on measuring and analyzing digital infrastructure trends in developing countries, and he helped develop the Digital Inclusion Benchmark to assess the environmental, social, and governance performance of digital companies.
Previously, Mr. Minges headed the market research division at the International Telecommunication Union (ITU). He holds an MBA in Information Systems Technology from the George Washington University in Washington, D.C.
