Sylvain Patrice Cote is an economist and policy advisor who has guided governments and businesses across North America, Europe, and the Middle East. His work centers on labor-market dynamics, entrepreneurship, and the energy transition. He has held senior roles with Saudi Aramco, the OECD, the North American Commission for Labor Cooperation, and the Government of Canada, and has taught labor economics at the University of Ottawa and political science at the University of Alberta.
Most recently, Cote authored a major report for Richard Attias & Associates on how globalization, demographics, technology, and climate change are reshaping global skills demand. He also serves as an advisor to boards and committees focused on labor and competitiveness.
Cote’s advisory contributions include the UNDP Knowledge Index Advisory Board, Prince Sultan University’s College of Business Administration Industrial Advisory Board, the Saudi Labor Market Strategy Advisory Committee, and the Saudi Arabia Global Entrepreneurship Monitor National Expert Group. He previously served as Director of Economic Development at the Royal Commission for AlUla.
