The digital divide is no longer limited to disparities in internet access and device ownership. The world has entered a more complex phase known as the “AI Gap.” This gap exists between countries that possess the data, infrastructure, skills, and policies needed to harness artificial intelligence (AI) for development and those that still view it as a distant or emerging technology.
AI has become a key driver of productivity, innovation, public services, education, healthcare, and the digital economy. Countries that invest early in AI improve efficiency, accelerate innovation, and strengthen their ability to attract investment and advanced industries. In contrast, late adopters risk widening skill shortages, weak data ecosystems, inadequate infrastructure, and declining competitiveness.
At its core, the AI Gap is as much a knowledge gap as it is a technological one. Success requires more than access to algorithms; it depends on developing people who can understand, apply, and govern these tools responsibly. This highlights the vital role of knowledge institutions in promoting awareness, digital literacy, and the ethical use of technology.
The UAE recognized this shift early. In 2017, it launched the UAE National Strategy for AI 2031 to integrate AI across government services, key sectors, and infrastructure. Dubai advanced this vision through its “Universal Blueprint for AI”, which introduced AI leadership roles across government entities, innovation incubators, business licenses, and new data center initiatives aligned with the Dubai Economic Agenda D33.
These efforts have delivered tangible results, with the UAE ranking first regionally in the 2024 Government AI Readiness Index. The UAE’s experience demonstrates that closing the AI Gap begins with investing in knowledge, human capabilities, and long-term preparedness.
